Terre Haute Casino Resort is a $290 million casino project approved for Terre Haute by the Indiana Gaming Commission on Nov. 17, 2021. The opening date for the casino is April 5, 2024. The hotel will open in later on May 15, 2024.

Terre Haute Casino is currently under construction at a 50-acre site on the eastside of Terre Haute. When finished, the casino resort will feature a casino with 1,000 slot machines and 35 table games, 3 restaurants, 2 bars and a 125-room hotel with a rooftop bar and lounge.

Terre Haute Casino Resort opens April 5

January 9, 2024

Terre Haute Casino Resort announced the opening date for its casino on Facebook yesterday. The casino doors will open to the public at 10:30 AM Friday April 5th. A formal ribbon-cutting ceremony will launch a daylong celebration of live music and special promotions. The first 1,000 guest will receive commemorative t-shirts. Additional details are expected closer to the opening date.

The hotel and a few of the restaurants and bars will open later on May 15. The hotel will feature 125 guest rooms and suites, and the Rock Wood, a rooftop bar and lounge.

The grand opening of the Terre Haute Casino was five years in the making. It began in 2019 when Gov. Holcomb signed legislation to transfer one casino license owned by Majestic Star from Gary to Vigo County. In 2021 the Indiana Gaming Commission awarded the Vigo County casino license to Churchill Downs over three competing proposals.

Terre Haute Casino will open early April 2024

December 17, 2023

The two-year construction plan for the Terre Haute casino began in June 2022 and continues on schedule for opening in Spring 2024. This week the deputy director of the Indiana Gaming Commission confirmed the opening date will be in April 2024.

The Terre Haute casino will open with a 56,400-sq-ft gaming floor featuring 1,000 slot machines, 35 table games, a poker room, and a TwinSpires Sportsbook.

WTHI-TV reports the construction on the future Terre Haute casino continues on schedule and on budget for opening in early 2024. The casino VP Michael Rich confirmed to News 10 the opening date for the casino remains to be in late March or early April 2024. The hotel opening will be around the same time.

Most of the external structure has been completed, and construction work is now underway on the inside.

VP Rich also disclosed the casino will be hiring and training candidates for some key positions later this year. More information is expected within the next few weeks.

The latest video from WTHI-TV shows workers on the unfinished concrete floor on the top floor of the hotel tower. This rooftop area will become the Altitude Bar & Lounge and include an outdoor patio.

The cost to build the Terre Haute Casino Resort has risen from $290 million to $290 million according to the owner Churchill Downs. The reason is due to the increased industry costs.

Update: Terre Haute casino gets FAA approval to resume construction

November 18, 2022

Construction of the Terre Haute Casino Resort has been on hold due to two regulatory issues. Last week Mayor Duke Bennett confirmed that both issues are now resolved and construction can begin.

  • Last September the FAA announced it was reevaluating the visibility impact of the casino's hotel on airport traffic. A new study has been completed and the FAA has given its final approval for the casino project.

  • At the same time the Indiana Department of Transportation has approved the traffic flow plan for the casino.

Terre Haute's casino plan hits big bump with FAA!

September 16, 2022

The Queen of Terre Haute Casino project has hit an unexpected problem from the FAA. The agency gave an earlier approval for the project's non-impact on air traffic around the Terre Haute Regional Airport. Now the FAA is reevaluating its approval based on a preliminary report that the hotel height could limit some airport visibility. The FAA says the initial approval should not have been granted.

Churchill Downs issued a written statement stating: "We are currently awaiting final determination from the FAA. As always, we are eager to work with local government officials in the best interest of both the project and all community stakeholders."

The FAA issued this statement: "The evaluation involving the casino building has not reached a final determination. The FAA does not have the authority to limit building heights nor stop construction. By law, developers must give the FAA the opportunity to evaluate proposed structures near airports to determine whether they could pose a hazard to aircraft or interfere with navigation aids. After the evaluation is completed, building decisions are made by local governments."

New Queen of Terre Haute Casino groundbreaking June 21, 2002

A groundbreaking event was celebrated last week for the new Terre Haute Casino Resort on the 50-acre site at 4442 East Margaret Drive. Construction is scheduled to take up to 18 months to complete, and the casino is expected to open in March 2024.

Local officials and corporate executives from Churchill Downs attended the event. Prior to turning the shovels, the CEO of Churchill Downs made a few statements:

Queen of Terre Haute Casino will hold a formal groundbreaking ceremony at 11 AM on June 21 to mark the official start of construction on the $290 million casino project. The event will be held at 4442 E East Margaret Drive on the eastside of Terre Haute.

Terre Haute Casino Resort will be owned and operated by Churchill Downs Inc of Kentucky. The casino complex will comprise 400,000 square feet and consist of a casino, restaurants and a hotel. The casino will be 56,000 square feet with 1,000 slot machines, 35 table games and a TwinSpires Sportsbook.

The restaurants and bars at the Queen of Terre Haute Casino will include the Four Cornered Steakhouse, Crossroads Sports Bar with the TwinSpires Sportsbook, a casual dining restaurant, and a hotel rooftop bar and lounge. Other dining venues are to be announced.

The Queen of Terre Haute Hotel will feature 125 guest rooms and suites.

Terre Haute approves new casino location on east side

March 11, 2022

Terre Haute City Council approved an east side location last week requested by the Terre Haute Casino Resort project. The Council voted unanimously to rezone a 50-acre site for the casino near Interstate 70 and Indiana 46.

The new location lies on the north side of East Margaret Drive and the west side of the Clabber Girl distribution center. The casino was original approved for a westside location on Honey Creek Drive west of the Haute City Shopping Mall.

The City Council action is only the first step in the approval process for the east side building site. The next steps are:

  1. Applying for and receiving a height variance from the city and the FAA. This could be done as early as May and construction could start soon afterwards.

  2. Final approvals for the new location must be issued by the Indiana Gaming Commission and the Board of Zoning Appeals.

Ryan Jordan, the senior vice president at Churchill Downs for real estate development" expressed his company's excitement with the City Council's approval.

"Very excited, very happy that the council approved our rezoning request. We're super excited to be in Terre Haute. We think we have a terrific site."

Queen of Terre Haute Casino files for eastside location

Churchill Downs Inc. filed a rezoning application Monday for a new building site for the Terre Haute Casino Resort. The 50-acre location is on Terre Haute's eastside near Interstate 70 and Indiana 46. The original plan was to build on Honey Creek Drive west of the Haute City Shopping Mall.

If approved by the Vigo County Area Planning Department, Terre Haute Casino Resort will be built on the north side of East Margaret Drive and west of the Clabber Girl distribution center. The Indiana Gaming Commission will meet March 8 and determine if there are any issues or restrictions to be addressed before Churchill Downs can proceed with the new location.

Terre Haute Casino proceeds after lawsuit dropped

January 8, 2022

What may have been the final legal obstacle against building the Terre Haute Casino Resort has been dropped. Full House Resorts announced this week that it will withdraw its lawsuit and appeal against the Indiana Gaming Commission's selection of the Churchill Downs application for the Terre Haute casino license.

Churchill Downs and Full House Resorts were the two finalist under consideration for the license. When the commission selected Churchill Downs last Nov. 17th, Full House Resorts filed an appeal and later a lawsuit claiming (1) the commission violated state open meeting laws and (2) the Churchill Downs proposal was disqualified by not identifying a specific location for its casino.

In a letter to the commission this week, Full House stated it had "no malicious intent nor did it want to delay the project further"; Therefore, the lawsuit and appeal will both be withdrawn.

Terre Haute casino project's 2021 year-end status

December 23, 2021

The Indiana Gaming Commission (IGC) met this week to push forward with the casino project for Terre Haute. Last month the IGC selected a $240 million casino proposal from Churchill Downs to build the Terre Haute Casino Resort on Honey Creek Drive west of the Haute City Shopping Mall.

To advance this project, the commission addressed three major issues during the Tuesday meeting:

Casino License
The commission voted to officially award the Terre Haute casino license to Churchill Downs Incorporated for the Terre Haute Casino Resort.

Lucy Luck Appeal
The commission approved a settlement with Lucy Luck, who had filed an appeal with the IGC after losing the initial license for Terre Haute last June for funding and staffing concerns. The settlement ended the appeal.

Full House Resorts Lawsuit
A new lawsuit has been filed against the IGC by Full House Resorts, a finalist for the Terre Haute casino. Full House claims the Churchill Downs casino application should be disqualified for not committing to its proposed casino site. Churchill Downs said it could be looking at alternate sites.

The commission wants to move forward with the Terre Haute casino project, but the investment by Churchill Downs may be delayed by the new lawsuit. An update is expected after the holidays.

Today the Indiana Gaming Commission made its final selection from four casino applicants seeking to build and operate a casino in Terre Haute. The commission selected Churchill Downs to build the Terre Haute Casino Resort, a $240 million plan to be built on Honey Creek Drive west of the Haute City Shopping Mall.

The commission will issue a "certificate of suitability" to Churchill Downs to begin the project. The casino license will follow later after the commission resolves a court appeal by Lucy Luck Gaming in a case regarding the previous license.

The Queen of Terre Haute will have 400,000 total square feet building size on a 21-acre site. The casino floor will be 56,000 square feet with 1,000 slots and 35 table games. The property will include three restaurants and a 125-room hotel with a rooftop bar and lounge.

Terre Haute Casino Update: Proposed Locations

The Indiana Gaming Commission has published the proposed locations of each of the four casino applications under consideration for Vigo County. One proposed site is on the west side of Terre haute. The other three sites are on the east side.

CHURCHILL DOWNS has proposed the "Queen of Terre Haute Casino" to be built on 20.9 acres of undeveloped land on Honey Creek Drive west of the Haute City Shopping Mall.

FULL HOUSE RESORTS has proposed the "American Place" casino to be built at 5995 Margaret Avenue, Terre Haute, IN 47803. This is a 32-acre site near the intersection of I-70 and U.S. 40/State 46.

PREMIER GAMING has proposed a casino built near the Interstate 70 and State 46 interchange.

HARD ROCK has proposed the "Rocksino" to be built at 2555 South Joe Fox Street, Terre Haute, IN, 47803.

Hard Rock proposal receives support from Terre Haute leaders

The Indiana Gaming Commission has received letters of support for the Hard Rock Casino proposal for Terre Haute from local officials and community leaders. The commission will announce its selection from four applicants on Nov. 17th.

Support letters were sent to the commission by each member of the Vigo County Board of Commissioners aplus the Terre Haute Chamber of Commerce and the Vigo County Council.

Each letter emphasized the design status and readiness of the Hard Rock proposal. Unlike the other casino proposals, the Hard Rock project is fully developed and ready to break ground for construction.

Hard Rock's New Terre Haute Proposal | Update

October 4, 2021

The Hard Rock casino proposal submitted to the Indiana Gaming Commission(IGC) last month is very similar to the Rocksino plan approved by the commission in 2020. The new Hard Rock proposal also includes an ownership share for Greg Gibson, owner of Lucy Luck Gaming, who held the Rocksino casino license until it was canceled last June.

The IGC did not renew the Rocksino license because the project did not appear to be moving forward. Key executive positions had not filled and all the financing had not be secured. In this new Rocksino proposal Gibson will be an investor and have no active role in the operation of the casino.

The new Rocksino plan will cost $200 million instead of the previous $175 million. The plan includes a 175-room hotel, a 300-seat showroom and 1,000-square-feet of retail space. The number of slot machines is reduced from 1,150 to 850 and table games are reduced from 50 to 35.

Terre Haute's casino selection will be announced Nov 17, 2021

On Nov 17th the Indiana Gaming Commission will announce which gaming company has selected to build a casino in Vigo County. Four applicants submitted their proposals to the commission by the Sep 22 deadline, and each of the proposals will receive a careful review and evaluation by the commission.

During the commission's meeting Wednesday, Greg Small, the executive director, announced the Nov 17 date and added:

"We have received four applications, so we are guaranteed a competitive process which I think will be to the great benefit of both the state and the local community, specifically because I think we have four known operators that are gaming professionals in other jurisdictions, so I think we have a good process ahead of us."

Terre Haute Casino applications are due Sept 22

The Indiana Gaming Commission is accepting new applications for a casino in Vigo County after denying renewal of the casino license to Lucy Luck Gaming last June.

Lucy Luck Gaming LLC was planning to build a 100,000-square-foot casino with 1,200 slot machines and 35 table games in partnership with Hard Rock International. The casino was to be named Rocksino by Hard Rock Terre Haute. Lucky Lucy lost its license due to financing and management concerns of the commission. See news article.

The Indiana Gaming Commission has reopened the application process for licensing a new casino in Vigo County. The filing fee is $50,000 and the filing deadline is September 22.

Lucy Luck Gaming is appealing the decision made by the Indiana Gaming Commission, and the company's chairman, Greg Gibson, has not said whether or not the company will submit a new application by September 22.

Terre Haute casino project is delayed again by IGC

The Terre Haute casino project, named Rocksino by Hard Rock, was hoping to begin construction in June; however, in a meeting yesterday the Indiana Gaming Commission dealt the schedule a setback.

The financial plan submitted for the project was expected to be approved yesterday by the commission because five local banks are willing to finance the $170 million cost of the project. The commission, however, did not bring up a vote on the plan and instead delayed further action until after the renewal of the casino license is decided in a few weeks.

Terre Haute casino hopes for groundbreaking in June

The Terre Haute casino is moving closer to a groundbreaking date after completing an important step for the Indiana Gaming Commission. The commission wanted a formal management agreement for the Rocksino by Hard Rock Terre Haute before renewing the casino license this month.

A management agreement has been presented to the commission by the two partners of the Terre Haute casino project: Hard Rock International and Lucy Luck Gaming. The agreement defines the role of Hard Rock to manage the casino operation. Hard Rock International, owned by the Seminole Tribe of Florida, also is a part owner and manager of the new Hard Rock Casino Northern Indiana.

After the gaming commission meets later this month, it is hoped the groundbreaking for the casino can be scheduled in June. Chairman of Lucy Luck Gaming, Greg Gibson, told reporters:

"... no definite groundbreaking date set yet for Terre Haute. We are working with the Indiana Gaming Commission on our annual license renewal and approval of a finance plan, so that we will be in a position to break ground as soon as possible.

"We are sure hoping for later June. Hard Rock has told the Indiana Gaming Commission they want to get started before the end of June."

Construction of the Terre Haute casino is expected to take 14 months to complete. If the groundbreaking happens in June, the casino could open in late summer 2022.

Legislation is being proposed by Sen. Jon Ford that if approved would take the unused games assigned to the Rising Sun casino and allow the proposed casino to use them.

The senator is hopeful for the passage believing that millions in tax revenue could be made for the state and host area. As well as the creation of employment for hundreds of people.

Close to the Illinois boarder, a potential casino in Terre Haute could be an idea location to attract visitors from out of state.

If approval is given, the casino could be open by 2019.

History of Terre Haute Casino

The original license for a Terre Haute casino was issued by the Indiana Gaming Commission to Lucy Luck Gaming in early 2020. The project was a partnership with Hard Rock International and named Rocksino by Hard Rock Terre Haute. However, the commission ended the license due to financial and management concerns.

The application process for the Terre Haute casino license was reopened by the commission in 2021. Four applicants were screened, and Churchill Downs was selected as the licensee. The casino project is named Terre Haute Casino Resort.

Rocksino by Hard Rock was to open in Terre Haute, Indiana in 2022. The casino project wass a partnership between Lucy Luck Gaming LLC and Hard Rock International. Hard Rock International is a solely-owned subsidiary of the Seminole Indian Tribe of Florida.

The Rocksino was to be a 100,000-square-foot, non-smoking casino with 1,200 slot machines, 35 table games and sports betting.

Location

The Rocksino site was 25 acres on the east side of Terre Haute near the interchange of I-70 and State Road 46. The location wass southwest of Bill Farr Drive and Joe Fox Street and directly south of the Walmart Super Center.

Rocksino Status

The casino license to Lucy Luck Gaming was approved by the state gaming board earlier last year (2020). Financing was secured in March 2021 for the full construction cost. A formal groundbreaking ceremony was expected in April 2021, however, that was delayed by the Indiana Gaming Commission, which wanted to review the financial plan as well as a formal casino management agreement. In a May meeting the commission postponed the process again pending the reveiw and renewal of the casino license in June.When all issues are accepted by the commission, construction will begin on the casino.From that point the Terre Haute casino will take 18 months to build.

The Indiana Gaming Commission voted unanimously on June 24, 2021 to end the casino license previously issued to Lucy Luck Gaming LLC, the owner and developer of the Terre Haute casino project. (See Details)
