Hard Rock Sacramento Still Targeting 2026 Start for Multi-Billion-Dollar Expansion
Hard Rock Hotel & Casino Sacramento at Fire Mountain continues to target a 2026 start for its major expansion project, although no specific groundbreaking date has been announced. The multi-phase development will transform 350 acres of newly acquired land into a large-scale entertainment district, with an estimated investment between $2 billion and $4 billion.
The project is a partnership between the Estom Yumeka Maidu Tribe of the Enterprise Rancheria and Hard Rock International. When complete, the district will connect the existing Hard Rock resort with the Toyota Amphitheatre, creating one of Northern California's most significant entertainment corridors.
Major Entertainment District Planned
The expansion extends far beyond a traditional casino enlargement. Current plans include:
- A retail and dining promenade
- Sports and recreation facilities
- Agriculture and event venues
- Potential water park and additional hotel rooms
- Festival and stadium-scale event spaces
Hard Rock Sacramento President Mark Birtha has described the project as a long-term master plan designed to create a destination that blends gaming, entertainment, sports, and community events.
Timeline: 2024-2028
The project has been progressing through planning and pre-construction phases since 2024. Based on public statements, the current timeline includes:
- 2024-2025: Master planning, land acquisition, environmental and traffic studies
- 2026: Construction targeted to begin, pending final sequencing and contractor mobilization
- 2027: Vertical construction on retail, dining, and entertainment components
- 2028 and beyond: Phased openings across the district
While the resort had previously referenced an "early 2026" construction start, no specific groundbreaking date was ever announced. As of mid-2026, the project remains active, but physical construction has not yet begun.
Phase 1: Retail & Dining Promenade
The first visible phase of construction will focus on an open-air retail and dining promenade featuring:
- Shops with national and regional brands
- New restaurants, bars, and casual dining options
- Water features and landscaped walkways
- Outdoor gathering and entertainment spaces
This promenade will serve as the pedestrian link between the existing Hard Rock resort and the amphitheatre corridor.
Future Phases: Sports, Events, and Agriculture
Later phases are expected to introduce:
- Indoor and outdoor sports facilities
- Additional lodging and resort amenities
- Agriculture-focused venues for livestock shows and educational exhibits
- Festival and fairground-style event spaces
Developers have also discussed the potential for stadium-scale facilities, depending on future demand and partnerships.
Economic Impact for Yuba County
The expansion site sits on non-tribal land, meaning the district will generate property and sales tax revenue for Yuba County. Local officials expect the project to create thousands of construction and permanent jobs and significantly increase regional tourism.
Long-Term Vision
Since opening in 2019, Hard Rock Sacramento has become one of Northern California's most prominent casino resorts. The 2024-2028 expansion represents the next stage in a long-term strategy by the Enterprise Rancheria and Hard Rock International to build a destination that supports gaming, entertainment, sports, and community events on a regional scale.
As of June 2026, the project's scope and 2026 construction target remain unchanged, even as the early-year window has passed without a formal groundbreaking announcement.
