Madera Casino's 2026 Summer Opening in Legal Jeopardy
As construction of the $400M North Fork Mono Casino in Madera is nearing completion for opening this summer, the California Fifth District Court of Appeals issued a ruling last month that invalidates the state-level approvals needed to operate. This shocking court decision came 15 months after construction began on the casino on Sept 7, 2024.

Construction Continues
The court order did not include an injunction to stop, and construction is currently continuing at the Madera casino site. This is now a "build at your own risk" situation for the North Fork Rancheria tribe if the state approvals are not restored before the casino construction is finished.
The tribe is expected to continue construction unless stopped by a court order because stopping construction is highly costly. And, there is reasonable expectation the state approvals will eventually be reinstated.
Court Timeline
There is no court schedule yet to resolve the Madera casino case. The Fifth District Court of Appeal ruling was Dec. 19, 2025. The North Fork Rancheria has 40 days to file a petition for review with the California Supreme Court.
If the tribe files for review with the California Supreme Court, the court will likely decide whether to accept the case sometime this Spring 2026.
If the case is accepted, there will typically be 6-12 months of briefings and oral arguments followed by a final ruling issued most likely between late 2026 to mid-2027.
If the case is declined, the appellate ruling stands and the invalidation of state approvals will stand immediately.
Additional state or federal litigation should be expected even after the Supreme Court decides whether to take the case. The legal issue would likely include competing tribal interests, the 2014 statewide referendum, the federal Indian Gaming Regulatory Act (IGRA), "off reservation gaming", etc. These lawsuits would extend the final resolution and fate of the North Fork Mono Casino into 2027 or beyond.
