The Navajo Nation plans to build a new casino, known as the 'Lower Highway 89 Gaming Facility', to be located on the site of the former Horsemen Lodge. The 13.8-acre property lies along US-89 northeast of Flagstaff, Arizona.

Lower Highway 89 Gaming Facility

The Navajo plan to build a new casino on Highway 89 near Flagstaff, but have not announced details. The only casino features that are public come from the Arizona Tribal State Gaming Compact, which state the casino can operate a maximum of 300 gaming machines at the time it opens its doors. There is no information on other possible gaming, restaurants or other amenitites. There is also no information about the expected timeline for development, construction, and the opening day.

Navajo Nation Gaming Enterprise (NNGE) will manage the operation of the casino.

Location

The new Navajo casino near Flagstaff will be located west of Highway 89 between mile marker 421 and mile marker 423. The address is 8500 U.S. Highway of the former Horsemen Lodge Steakhouse. The Navajo purchased the property in 2019 for $1.9 million and took possession after the restaurant closed in 2020. The Arizona Tribal State Gaming Compact refers to the property being in Doney Park.

Navajo Nation Plans New Flagstaff Casino

The Navajo Nation is planning to build a new casino near Flagstaff. The project name is the "Lower Highway 89 Gaming Facility". The location is the former Horsemen Lodge on the west side of US Hwy 89. The Navajo purchased the 13.8-acre site in 2019.

Last November 2024 the federal government transferred the land into trust for the tribe pursuant to a 1974 settlement of a land claim. A portion of the land will be developed into a casino by the Navajo Nation Gaming Enterprise (NNGE), which will pay rent to the tribe. Rent proceeds will go to the Diné Relocatee Fund to aid 12,000 Navajos displaced by the Hopi Land Settlement.

Navajo buy historic Flagstaff steakhouse and land

December 12, 2019

The Navajo Nation has purchased land and an historic steakhouse in Flagstaff. The cost was $5.2 million for 14 acres that includes the Horsemen Lodge Steakhouse.

The Navajo Nation Gaming Enterprise do not have a current plan for casino gaming on the property, but the future possibility is left open. The process would take many years for federal and local approvals.

The immediate plan is to draw more restaurant and passerby traffic to the Twin Arrows Casino Resort located 15 miles east of Flagstaff.

The land adjacent to the Horsemen Lodge will be used to improve the access onto and off Highway 89. New acceleration and deceleration lanes are planned. The Horsemen Lodge is currently leased back to the former owners.
