Proposed Tribal Casino Resort Near Boise, Idaho
The SHO-PAI Resort Casino is a proposed tribal gaming and hospitality destination being developed by the Shoshone-Paiute Tribes of Idaho. Planned for a site along Interstate 84 between Boise and Mountain Home, the project would become the tribe's first casino and a major source of economic development for the Duck Valley Indian Reservation.
The proposed resort is designed to include gaming, lodging, dining, entertainment, and other visitor amenities. The project is being pursued in partnership with the Coeur d'Alene Tribe, which has agreed to assist with development and management should federal approvals be granted.
Because the casino would be built on land outside the Duck Valley Reservation, the project must complete a federal land-into-trust and gaming approval process before construction can begin. Overview
The SHO-PAI Resort Casino is a proposed off-reservation casino development planned near the Boise Stage Stop area along Interstate 84 in southwestern Idaho. The project is located on approximately 557 acres positioned between Boise and Mountain Home near the Ada County and Elmore County line.
The development would mark a historic milestone for the Shoshone-Paiute Tribes, which currently do not operate a casino and remain the only federally recognized tribe in Idaho without gaming revenue. Tribal officials have stated that gaming income could provide funding for healthcare, housing, education, infrastructure, and workforce development programs benefiting residents of the Duck Valley Indian Reservation.
The Coeur d'Alene Tribe, one of the most successful tribal gaming operators in the Pacific Northwest, has partnered with the Shoshone-Paiute Tribes to support the project. Under the proposed arrangement, the Coeur d'Alene Tribe would provide financial and operational assistance during development and the early years of operation.
The casino remains subject to federal review and approval. Key steps include placing the property into trust and securing authorization for tribal gaming under federal law. Until those approvals are received, the project remains in the planning and permitting stage.
The SHO-PAI Resort Casino should not be confused with the separate Mountain Home Casino Project proposed by the Shoshone-Bannock Tribes. Although both developments are located in southwestern Idaho and are pursuing federal approvals, they involve different tribal governments, separate land holdings, and distinct casino proposals.

The Shoshone-Paiute Tribes took an historic step last week in seeking federal approval to build a casino 15 miles southeast of Boise in Elmore County. The Shoshone-Paiute Business Council approved a tribal resolution for the U.S. Department of the Interior to take 40 acres of a 557-acre, off-reservation site purchased by the tribes and transfer it into federal trust for the purpose of tribal gaming.

The Shoshone-Paiute Tribes are the only federally-recognized tribe in Idaho without a casino. The Sho-Pai hope the U.S. Department of Interior will approve its application to build a resort and casino about 15 miles southeast of Boise on a 557-acre site located south of I-84. The project will be managed by the Coeur d'Alene Tribe.

We still have some tribal members living in homes without floors or running water. We struggle with high unemployment, we don't have access to adequate medical care, and we can't attract enough qualified teachers. Tribal gaming can give us the resources we need to solve these problems. As we move forward, we want the Creator to guide us, so we can develop a resource that will provide for our people for generations, while protecting the land and creating opportunities to benefit our surrounding communities."

Sho-Pai Tribes Casino Project | Partners with Coeur d'Alene Tribe

The Shoshone-Paiute Tribes live on the Duck Valley Indian Reservation in Southwest Idaho, but have strong ancestral ties to the Treasure Valley near Boise where they plan to build a casino, entertainment center, and a luxury hotel and spa. The project is pending federal approval.
The Shoshone-Paiute Tribes have partnered with the Coeur d'Alene Tribe to provide financial support and to manage the casino. To build the casino resort, the Coeur d'Alene Tribe will pay for the building permits and the costs of construction. The estimated costs have not be released. When construction is completed, the Shoshone-Paiute Tribes will own the casino resort, and the Coeur d'Alene Tribe will manage the gaming and hospitality operations.
"Because this will be the Sho-Pai's first and only casino, they don't have the experience yet. But the Coeur d'Alene Tribe has been operating gaming in Idaho for more than 30 years. I think the ultimate hope is to empower the Sho-Pai people throughout this project so that eventually, someday, they might fully manage the operation on their own."

Shoshone-Paiute Tribes applied to the Department of Interior (DOI) for approval of this "off-reservation" casino project in 2023. Under the Indian Gaming Regulatory Act, the DOI can transfer a qualified site into federal trust for the purpose of gaming. The DOI decision on Sho-Pai application could come later this year.

Sho-Pai Announce Casino Plan, Land Acquisition

This week the Shoshone-Paiute Tribes announced the acquisition of 557 acres of land between Boise and Mountain Home along with plans to build a new resort casino if approved by the U.S. Bureau of Indian Affairs and Idaho Governor's Office. The Coeur d'Alene Tribe is providing financial and development support for the project.

The announcements come a week before the Shoshone-Paiute Tribes celebrate their 148th birthday on April 15, 2025. They are the only tribe in Idaho that does not own a casino, and gaming reveues would greatly beeded to fund more services for tribal members on the reservation.
The Sho-Pai applied to the U.S. Department of the Interior in 2023 for approval to build the casino under the Indian Gaming Regulatory Act. A federal decision is expected later this year. If approved, the casino must also be approved by the state governor and by the county, in which the casino will ultimately be located.
If approved by all, the casino resort will be built on part of the 557-acre purchase located south of I-84 between Mountain Home and Boise. The land sits on the border of Ada and Elmore counties. The exact address or parcel number has not been announced. Only 40 acres is needed for the casino resort, and a decision is pending on which county it will be built in.

Sho-Pai Tribes fight Sho-Ban Mountain Home casino project

The Shoshone-Bannock proposal to build a destination casino resort in Mountain Home near Boise is adamantly opposed by the Shoshone-Paiute Tribes of the Duck Valley Reservation. The Sho-Pai Tribes sent recent letters to the Biden administration and to Governor Brad Little claiming their ancestral rights to the land disqualify the Shoshone-Bannock's casino plan.
The Shoshone-Paiute letter said:
"While we generally support our sister Tribes' efforts to create new economic development opportunities that will improve their people's lives, the Sho-Ban Tribes' proposal for a fourth tribal casino, in Sho-Pai ancestral territory, is a bridge too far. We ask that you (Gov. Brad Little and Secretary Deb Haaland) each please reject any application or request for trust acquisition or gaming eligibility."

The Shoshone-Bannock Tribes purchased 154 acres of land near Mountain Home in January 2020. In June 2023 the Tribes applied to the U.S. Department of Interior to transfer that land into federal trust for the purpose of building a $311 million destination casino resort. The land is located near exit 95 off of Interstate 84.
The Department of Interior is currently reviewing the Shoshone-Bannock application. No public comments have been made by either the department or the gobvernor since the Shoshone-Paiute Tribes announced their opposition to the casino plan.
