15 miles southeast of Boise off I-84
Shoshone-Paiute Tribes propose building a new resort and casino about 15 miles southeast of Boise with help from the Coeur d'Alene Tribe. The casino would feature the latest Class II gaming machines, an entertainment center, fine dining, and a luxury hotel and spa.
Proposed Shoshone-Paiute Tribes Casino Resort
The Sho-Pai Tribes are the only federally recognized tribe in Idaho without a casino. For decades the tribes have sought to build a casino to financially improve the healthcare, education, and social needs of its people. Since the 1990s, several plans to build a casino near Mountain Home have failed.
The Sho-Pai live on the Duck Valley Indian Reservation in Southwest Idaho. The 450 square-mile reservation spans through Owyhee County and into Elko County, Nevada. The surrounding population is too small to financially support a casino.
In April 2025, the Sho-Pai announced plans to build a new Resort Casino on a 557-acre site southeast Boise. The land is located south of I-84 between Boise and Mountain Home, about two miles south of the Boise Stage Stop exit on Orchard Access Road.
The Sho-Pai casino site will take about 40 acres of land. The exact casino location has not be disclosed but will be in either Ada County or Elmore County, as the 557-acre property spans across both counties.
The Sho-Pai Tribes have strong ancestral ties to this area and Treasure Valley. For that reason, they have applied to the U.S. Department of Interior for permission to build an off-reservation casino on the site per the terms of the Indian Gaming Regulatory Act. The application was filed in 2023 and is currently in review.
The size and features of the Sho-Pai resort casino have not yet been disclosured.

The Shoshone-Paiute Tribes live on the Duck Valley Indian Reservation in Southwest Idaho, but have strong ancestral ties to the Treasure Valley near Boise where they plan to build a casino, entertainment center, and a luxury hotel and spa. The project is pending federal approval.
The Shoshone-Paiute Tribes have partnered with the Coeur d'Alene Tribe to provide financial support and to manage the casino. To build the casino resort, the Coeur d'Alene Tribe will pay for the building permits and the costs of construction. The estimated costs have not be released. When construction is completed, the Shoshone-Paiute Tribes will own the casino resort, and the Coeur d'Alene Tribe will manage the gaming and hospitality operations.
"Because this will be the Sho-Pai's first and only casino, they don't have the experience yet. But the Coeur d'Alene Tribe has been operating gaming in Idaho for more than 30 years. I think the ultimate hope is to empower the Sho-Pai people throughout this project so that eventually, someday, they might fully manage the operation on their own."

Shoshone-Paiute Tribes applied to the Department of Interior (DOI) for approval of this "off-reservation" casino project in 2023. Under the Indian Gaming Regulatory Act, the DOI can transfer a qualified site into federal trust for the purpose of gaming. The DOI decision on Sho-Pai application could come later this year.

This week the Shoshone-Paiute Tribes announced the acquisition of 557 acres of land between Boise and Mountain Home along with plans to build a new resort casino if approved by the U.S. Bureau of Indian Affairs and Idaho Governor's Office. The Coeur d'Alene Tribe is providing financial and development support for the project.

The announcements come a week before the Shoshone-Paiute Tribes celebrate their 148th birthday on April 15, 2025. They are the only tribe in Idaho that does not own a casino, and gaming reveues would greatly beeded to fund more services for tribal members on the reservation.
The Sho-Pai applied to the U.S. Department of the Interior in 2023 for approval to build the casino under the Indian Gaming Regulatory Act. A federal decision is expected later this year. If approved, the casino must also be approved by the state governor and by the county, in which the casino will ultimately be located.
If approved by all, the casino resort will be built on part of the 557-acre purchase located south of I-84 between Mountain Home and Boise. The land sits on the border of Ada and Elmore counties. The exact address or parcel number has not been announced. Only 40 acres is needed for the casino resort, and a decision is pending on which county it will be built in.

The Shoshone-Bannock proposal to build a destination casino resort in Mountain Home near Boise is adamantly opposed by the Shoshone-Paiute Tribes of the Duck Valley Reservation. The Sho-Pai Tribes sent recent letters to the Biden administration and to Governor Brad Little claiming their ancestral rights to the land disqualify the Shoshone-Bannock's casino plan.
The Shoshone-Paiute letter said:
"While we generally support our sister Tribes' efforts to create new economic development opportunities that will improve their people's lives, the Sho-Ban Tribes' proposal for a fourth tribal casino, in Sho-Pai ancestral territory, is a bridge too far. We ask that you (Gov. Brad Little and Secretary Deb Haaland) each please reject any application or request for trust acquisition or gaming eligibility."

The Shoshone-Bannock Tribes purchased 154 acres of land near Mountain Home in January 2020. In June 2023 the Tribes applied to the U.S. Department of Interior to transfer that land into federal trust for the purpose of building a $311 million destination casino resort. The land is located near exit 95 off of Interstate 84.
The Department of Interior is currently reviewing the Shoshone-Bannock application. No public comments have been made by either the department or the gobvernor since the Shoshone-Paiute Tribes announced their opposition to the casino plan.
