Orangeburg County Casino

Santee Development Corporation has proposed what could become the first casino in South Carolina. The $1 billion project is intended to revitalize the economy in Orangeburg County along Interstate 95.

The SC General Assembly is considering Bill 4176, titled "I-95 Economic and Education Stimulus Act", which would establish a South Carolina Gaming Commission to license casinos along I-95 in counties that need economy stimulus and education support.

Proposal for South Carolina's 1st Casino

Could a new legislative bill promoting economic and education stimulus, also legalize the first casino in South Carolina? Yes, it could if General Assembly Bill 4176 becomes law. The bill, known as the "I-95 Economic and Education Stimulus Act," would establish a South Carolina Gaming Commission to regulate and license casinos in specific counties.

The specified counties must meet these criteria:

• Interstate 95 (I-95) pass through the county

• Counties must be classified as Tier IV for job tax credit purposes.

• The county council must request a casino license from the South Carolina Gaming Commission

The proposed legislation, titled the "I-95 Economic and Education Stimulus Act," can be read in its entirety at www.scstatehouse.gov.

If Bill 4176 is passed, the Santee Development Corporation is proposing to build the first casino in the state along I-95 in Orangeburg County. Construction would cost $1 billion and include a casino, hotel, spa, restaurants, and retail stores. The location would be on the site of the former Santee Outlet Mall.

Independent economic projections estimate the casino would generate over $75 million in annual tax revenue to the state, and create 2,925 direct jobs, 813 indirect jobs, and 880 induced jobs. The state's economy would see an increase of $8 billion within the first 10 years.
