Live! Casino & Hotel Virginia

Live! Casino & Hotel Virginia will be located off Interstate 95 at Wagner Rd. along the Brasfield Parkway. The property will feature 400,000 square feet gaming, hotel, dining, entertainment, and convention space.

The economic impact of Live! Virginia is projected to add $10 billion to the local economy, $1.1 billion in tax revenues, and 10,000 new jobs in Central Virginia.

The Petersburg casino is a partnership between the Cordish Companies and Bruce Smith, an NFL Hall of Famer.

PLAN
Live! Virginia will be built in phases. The first phase is expected to start in early 2025 pending all permit approvals. This phase will build an initial casino, which is expected to open in 2026.

Later construction phases have not been announced and details are pending. A final completion date for the entire project has also not be announced.

History

The Petersburg City Council formalized an strategic agreement with The Cordish Companies in Dec. 2022 to build the Live! Casino and Hotel Virginia and entertainment district in the Wagner Road area off the I-95 Exit.

In a Virginia casino study announced October 19, 2022 by the state's Joint Legislative Audit and Review Commission (JLARC), Petersburg was declared a "suitable" city for the Richmond casino license. The study says the first-year operating revenues of a Petersburg casino are estimated to be $204 million, which will generate 25 million in taxes. The casino will create 1,300 permanent jobs.

Following the release of the JLARC casino study, Petersburg officials announced the selection of a casino partner to develop a proposal for the city. City official voted unanimously to partner with The Cordish Companies, which own and operate Live! Casino brands in Maryland, Philadelphia and Pittsburgh.

In 2021 The Cordish Companies proposed building a Live! Casino & Hotel in Richmond, but lost the bid to Urban One. The Cordish proposal for Richmond was a $600 million casino resort with a 250,000-sq-ft casino, a 300-room hotel and a 4,000-seat event center.

On April 17, 2024 the Virginia General Assembly approved a casino bill allocating a casino license to Petersburg. On July 9, 2024 the Virginia Lottery approved and certified the Petersburg as a casino host city. The Petersburg City Council approved the casino referendum on July 15, 2024, and the Petersburg Circuit Court approved the casino referendum a few hours later. Petersburg voters approved the casino referendum on Nov. 5, 2024.

Voters in Petersburg, Virginia approved a ballot measure yesterday to authorize a $1.4 billion Live! Casino & Hotel Virginia located off Interstate 95 at Wagner Rd. along the Brasfield Parkway. Nearly 80% of Petersburg residents voted yes.

The 400,000-square-foot construction project will include a casino, hotel, dining and entertainment. The developer and operator will be The Cordish Companies & Bruce Smith Enterprise.

Live! Casino & Hotel Virginia will feature a casino with 1, 600 slot machines, 46 live table games including a 15-table poker room, high-limit gaming areas and a sportsbook. There will be eight restaurants and bars, a 3,000-seat event center, and a 200-room hotel.

The Petersburg casino will receive Virginia's fifth casino license, which was originally allocated to Richmond where it was rejected by local voters.

There were three key approvals this week that guarantees the ballot measure.

Virginia Lottery Approved - July 9, 2024
The state lottery certified the City of Petersburg as a casino host city, the fifth in the state replacing Richmond. The state agency also granted permission to Petersburg to proceed with a local referendum.

Petersburg City Council Approved - July 15, 2024
Petersburg City Council unanimously approved the referendum in a very short meeting Monday. The City Council then sent the referendum to the Petersburg Circuit Court to authorize the referendum to be added to the Nov. ballot.

Petersburg Circuit Court Approved - July 15, 2024
A few hours later Petersburg Circuit Court Judge Dennis Martin signed the referendum as the final step to placing it on the ballot for city voters to approve or reject.

The casino, named Live! Casino & Hotel Virginia, will cost $1.4 billion to build and feature 1,600 slots, 46 live table games, poker, a sportsbook, restaurants, an event center, and a 200-room hotel.

Petersburg City Council selects casino developer

In an abrupt move Wednesday, the Petersburg City Council made the final selection of a casino operator for the voter referendum expected this November. The council chose the $1.4 billion plan proposed by The Cordish Companies.

The casino, named 'Live! Casino & Hotel Virginia', will be similar the 2022 casino proposal selected by Petersburg in the city's first attempt to acquire the failed casino license allocated to Richmond. The casino will feature 1,600 slots, 46 live table games, poker, and sportsbook. There will also be a 200-room hotel, restaurants, and an event center.

Before making the selection, the Petersburg City Council considering four other casino proposals that were submitted by Bally's, Rush Street Gaming, the Warrenton Group and Penn Entertainment.

Petersburg VA: Five Casino Proposals

Five proposals for a Petersburg casino resort were presented in a town hall meeting Sunday at the Petersburg Public Library. There were more than 100 attendees. The city council will choose one of the proposals for a voter referendum in November. The referendum was approved by the Virginia legislature on Wednesday.

In February the Petersburg City Council issued Requests for Proposal (RFP) to major casino companies to submit their proposals for a casino resort in Petersburg. These five companies responded to the RFP:

Bally's
• Features: Casino, 500-room hotel, restaurants and entertainment venue
• Location: Rives Road near Interstate 95
• Note: 15% of the casino's equity would go to local people

The Cordish Companies - Live! Casino & Hotel Virginia
• Features: $1.4 billion casino, hotel reataurants, and a 3,000-seat entertainment venue
• Location: Wagner Road and Interstate 95
• Notes: Similar to the company's 2020 proposal, co-partnered with Bruce Smith, 50% minority equity

Penn Entertainment - Hollywood Casino
• Features: Casino, ESPN sportsbook, 200-room hotel, restaurants, retail space, and an entertainment amphitheater partnered with Live Nation
• Location: Frontage Road between Rives and Wagner

Rush Street Gaming - Rivers Casino Petersburg
• Features: Ccasino, hotel, business and entertainment venue

Petersburg Casino Proposal Moves Ahead

April 10, 2024

The Richmond City casino allocation was officially rescinded last week by new legislation signed by Gov. Glenn Youngkin. The Governor also amended the Petersburg casino bill, which will qualify the City of Petersburg for a casino license. The bill now needs a simple, majority vote of the House of Delegates and Senate to be enacted.

"This legislation moves us closer to final approval to allow Petersburg to obtain the fifth and final license." - Sen. Lashrecse Aird's (D-Petersburg)

Meanwhile, the Petersburg City Council issued a Request for Proposal (RFP) last month seeking proposals from major-brand casino developers to build a destination casino resort in Petersburg. The due date was March 18th.

Proposals must include "a casino, a four-star hotel with a minimum of 200 rooms, dining and drinking establishments, retail shopping, and an entertainment venue".

Five casino companies responded to the Requests for Proposal: The Cordish Companies, Penn Entertainment, Bally's Corporation, Rush Street Gaming, and The Warrenton Group. Details of these casino proposals are expected in the coming weeks.

Petersburg Casino Bill Clears Virginia Assembly

March 13, 2024

Before the Virginia legislative session ended last week, the House of Delegates and the Senate passed a bill authorizing a casino resort in the City of Petersburg. This will be the state's fifth casino license, and was originally awarded to Richmond, but was rejected twice by city voters.

The casino bill is Senate Bill 628, which passed the Senate 29-10 on February 9th. The House of Delegates amended the bill and passed it 78-18 last Thursday. The Senate then passed the amended bill 24-16 before the legislative session ended Saturday.

The Petersburg casino bill, however, is not yet headed to Gov. Glenn Youngkin (R) for signature. The bill's amendment requires a second legislative vote during a "subsequent regular or special session".

If a special session is called, the Petersburg casino legislation could be passed again and sent to Gov. Youngkin for signature. If approved by the Governor, there will likely be a voter referendum in Petersburg held this November. Otherwise, the legislative process will be postponed until the next regular session.

In the meantime, the Petersburg City Council has opened up a Request for Proposal (RFP) process for casino development companies to submit their proposals to build a casino resort in the city. Each proposal must include casino specifications, a hotel with 200 guest rooms or more, restaurants, retail stores, and a concert venue.

Petersburg Casino Bill Approved by Virginia Senate

February 10, 2024

The Virginia Senate approved a casino bill Wednesday to allow the City of Petersburg to hold a referendum for voters to decide whether to have a casino in their city. The Senate voted 40-0 to approve the bill and send it to the House of Delegates.

If the bill is passed by the House, then signed by Gov. Glenn Youngkin, and approved by a voter referendum, the state will transfer the casino license previously designated for Richmond over to Petersburg. Petersburg is 25 miles south of Richmond, which twice rejected a casino.

In Petersburg the City Council authorized City Manager John "March" Altman last Tuesday to prepare for a list of interested casino developers. Peterburg will select a preferred casino developer through a competitive bidding process. Last year the city was criticized for selecting The Cordish companies without an open process.

Petersburg, Virginia has new hopes for casino license

Petersburg, Virginia has returned to the chase for the state's fifth casino, following Richmond's second rejection vote to authorize a casino. This week the Petersburg City Council approved a "wish list" of six legislative goals for next year. The list includes a casino measure for residents to vote on in 2025.

In 2022 Petersburg worked with The Cordish Group to seek the unused Richmond casino license with a $1.4 billion proposal to build a casino, hotel and entertainment district. The effort was blocked earlier this year by the state senate.

A 2022 feasibility study by the state's Joint Legislative Audit and Review Commission (JLARC) found a Petersburg casino would generate $204 million in annual gaming revenue and $12.24 million in local tax revenue.

Petersburg casino bill is effectively killed in Virginia Senate

February 18, 2023

The Virginia casino bill giving Petersburg voters a referendum in November to decide the fate of a $1.4 billion casino proposal has been stopped by the Senate Finance Committee. The bill, which was passed last week by the Virginia House of Delegate, was sent to the Senate this week. A similar bill was rejected by the same Senate committee earlier this month. On Thursday the Senate Finance Committee voted 10-6 against the bill making it effectively dead in this legislative session.

The City of Richmond is expected to move forward with a second referendum this November for its voters to reconsider the proposed One Casino + Resort project defeated in 2021. However, the Richmond referendum might be blocked by Virginia legislators who support the Petersburg casino alternative.

Petersburg Casino Bill Passes in Virginia House

The Virginia House of Delegates passed the Petersburg casino bill Tuesday by a vote of 49-44. The bill would allow Petersburg voters to accept or reject a casino proposal by The Cordish Companies to build a $1.4 billion casino and hotel in their city. The bill would also delay Richmond from a second casino referendum this year.

House Bill 1373, which was introduced by Del. Kimberly Taylor (R-Dinwiddie), is similar to Senate Bill 104 introduced by Sen. Joe Morrissey (D-Richmond). The Senate bill was defeated last week in the Finance and Appropriations Committee.

The House bill will now be sent to the Senate where passage is expected to be difficult.

Petersburg Casino Bill Fails in Virginia Senate

A bill to make Petersburg eligible for a casino was killed this week in the Virginia Senate. The Finance and Appropriations Committee voted 7-8 against the measure, which had been introduced by Sen. Joe Morrissey (D-Richmond). Petersburg was seeking legislative approval to build a $1.4 million casino named Live! Casino & Hotel Virginia by reassigning the failed Richmond casino allocation.

A similar bill by Del. Kim Taylor (R-Dinwiddie) is still alive in the Virginia House of Delegates. However, that bill is also unlikely pass given it will also require Senate approval.

Petersburg casino bill takes first steps in Virginia Senate

A Virginia State Senate bill to add Petersburg to the list of cities eligible for a casino has taken its first key steps in the legislative process. Last week the bill was passed by the Gaming Subcommittee, and this week it heads for a vote in the General Laws and Technology Committee.

The bill also prevents Richmond from holding another casino referendum this November. Richmond voters rejected a 2021 casino referendum.

The Petersburg casino bill requires approval of the General Assembly and the signature of Gov. Glenn Youngkin before it can be placed on the ballot this fall for local voter approval.

The proposed Petersburg casino is named Live! Casino & Hotel Virginia and will include a casino with 1,600 slot machines and 46 live table games, a hotel with 200 guest rooms, and an entertainment district.

The report studied three scenarios: A casino in Petersburg, a casino in Richmond, and a casino in both Petersburg and Richmond.

1: Petersburg-only casino
A Petersburg casino would generate more than $200 million in annual revenue by 2028 and create more than 1,200 jobs. The Petersburg casino would decrease the revenues of the other four Virginia casinos under construction in Norfolk, Portsmouth, Danville, and Bristol. However, Virginia would see an overall increase in gaming tax revenues.

2: Richmond-only casino
A Richmond casino would generate $300 million in annual revenue by 2028 and create hundreds more jobs than a Petersburg casino.

3: Both Richmond and Petersburg casinos
The Petersburg casino would be significantly smaller than the Richmond casino. Revenues would be larger for the Richmond casino. The four Virginia casino under construction and the Petersburg casino would have a significant decrease in revenues.
