Shiloh Casino Project in Sonoma County - Update Oct. 2023

October 27, 2023

The public comment period for the Shiloh Resort & Casino's environmental assessment report has ended. The deadline set by the Bureau of Indian Affairs was October 27th. The report analyzed the potential environmental impact of building the Shiloh Resort & Casino next to the Town of Windsor, California.

During the 45-day comment period the Bureau of Indian Affairs held a virtual public meeting on Sep 27, 2023 and also accepted written comments mailed to its Sacrament office or submitted online.

Both supporting positions and opposition to the casino proposal have been received.

Vice Chairman of the Koi Nation, Dino Beltran, emphasized the financial benefits needed by his tribal members.

Many residents expressed concerns about increased "traffic, noise, crime, property values, and water."

Graton Resort and Casino is opposed to the future competition of the Shiloh Casino. Greg Sarris, chairman of the Federated Indians of Graton Rancheria, argued the proposed casino site is too far from the Koi Nation's original reservation in Lake County.

Bureau of Indian affairs will now consider the public comments and decide whether to approve the Environmental Assessment. A decision may come early next year.

If approved, the Koi Nation must negotiate with Sonoma County and local communities to mitigate government costs for fire, police and emergency services. The tribe must also negotiate a gaming compact with the State of California to determine the number of slot machines and table games allowed, and the taxes to be paid on gaming revenues.
