WarHorse South Sioux City

WarHorse South Sioux City is located 1.2 miles east of the historic Atokad Downs racetrack, which is owned by the Winnebago Tribe. The racetrack will be relocated and redeveloped on a new site south of 152nd Street and on the eastside of C Avenue.

Atokad is Dakota spelled backwards. Atokad Downs operated from 1956 until it was bought by the Winnebago Tribe of Nebraska in 2012. The Tribe ended racing that year except for one race per year to keep the license active.

In 2020 Nebraska voters passed a ballot measure to allow casino gambling at horse racing tracks. The Winnebago Tribe partnered with the Horsemen's Benevolent and Protective Association (HBPA) to build three racinos (racetrack casinos).

WarHorse Gaming LLC, a subsidiary of Ho-Chunk, Inc. owned by the Winnebago Tribe of Nebraska, was formed to manage the WarHorse casino operations. The three casino locations are Warhorse Omaha, which opened Aug. 6, 2024, Warhorse Lincoln, which opened Nov. 4, 2024, and Warhorse South Sioux City which is in development.

Winnebago Tribe of Nebraska also owns the WinnaVegas Casino Resort in nearby Sloan, Iowa.

Site Plan | Warhorse South Sioux City

Warhorse South Sioux City will be built on two 40 acre parcels separated by C Avenue. The horsetrack will be built on east parcel and the casino on the west parcel. Both sites are just south of Interstate 129.

HORSE TRACK

The first phase of construction will build the new WarHorse 5/8-mile race on land south of 152nd Street and east of C Avenue. The first races will be held in August or September 2025.

CASINO

The second phase of construction will build a casino with Class III slot machines, table games and a sportbook. Construction will take 12 months and start as early Fall 2025.

The master development plan has two phases. The first phase will move the Atokad racetrack to a new location just south of Interstate 129 at C Avenue. Construction of the new 5/8-mile racetrack will begin in Spring 2025 and finish in August or September 2025. The second phase will build an adjacent WarHorse casino with slot machines, table games and a sportsbook. The casino construction will start In Fall 2025 and open in 2026.

The WarHorse South Sioux City will be built on two 40-acre parcels on the southside of I-129. The parcels are divided by C Avenue. The horse track will be built on the eastern parcel, and the casino will be built on the western parcel. See site plan.

WarHorse Gaming turns focus to South Sioux City

Now that WarHorse casinos are generating revenues in Omaha and Lincoln, the Winnebago Tribe of Nebraska is now turning its attention to building a new WarHorse new casino, hotel and horse track in South Sioux City.

The South Sioux City project involves redeveloping the historic Atokad Downs by a partnership between the Nebraska Horsemen's Benevolent and Protective Association (NHBPA) and WarHorse Gaming LLC, a subsidiary of Ho-Chunk Inc., owned by the Winnebago Tribe of Nebraska. The project was approved by Nebraska voters in Nov. 2020.

Construction will proceed in phases. The first phase will build the new Atokad racetrack. Construction will start in Spring 2025. The location will be at a new site south of Interstate 129 near the Dakota Avenue interchange. The new race track will be located on the eastside of G street, and the new casino will be on the westside of G Street.

"We're going to start building the track, as soon as the weather breaks in the spring -- the first thing we're going to build is a 5/8 mile racetrack."

Morgan said the racetrack should open next August or September 2025.

The second phase of construction will build the casino. Details have not been finalized. According to Morgan, the racino will include hotel. The groundbreaking will be in Fall 2025 with an opening date in 2026.
